Job DescriptionThe Customs Manager is responsible for managing
the following GM Customs functions: (1) Post Entry Operations, (2)
CTPAT and (3) Customs Finance - -Post Entry Operations: The Customs
Manager will be responsible for all Post Entry processes. -This
will include Accounting of Duties, Post Summary Corrections,
Protests, FTA Reconciliation, Value Reconciliation, and Drawback.
-Additionally, the Customs manager will provide technical guidance
to the GBS Valuation COE. -In the Drawback space the position will
work cross-functionally with other areas of Finance, Manufacturing
and Global Product Development to ensure Drawback opportunity is
optimized, and a consideration in the GVDP process.CTPAT: The
Customs Manager is responsible for managing GM's five CTPAT
accounts. -As the lead for CTPAT the manager will work
cross-functionally with GPSC, GM Security, Manufacturing and GMIT
to ensure compliance with all CTPAT requirements. -The Customs
Manager will provide guidance across the company on the
implementation of internal processes associated with these
requirements. -The Customs manager will be responsible for leading
the preparation activities for CTPAT Validations, including
outreach and advice to the facilities being validated. -The manager
will act as the single point of contact with CBP for any CTPAT
associated activity.Customs Finance: The Customs Manager will have
responsibility for the tracking, forecasting, and reporting of
global duty spend. -In this role, you will provide visibility of
budget impact to the GMNA Logistics Finance team, enabling them to
have better insight to the overall effect of duty on GPSC spend.
You will work regularly across functions and global teams to help
bring awareness of the financial impact of duty, while also
striving to develop opportunities that will reduce risk/spend. -The
Customs Manager reports to the Director - North America CustomsThis
position requires a strong leader that is detail-minded and has
strong communication skills, project coordination expertise, and
the ability to partner successfully with multiple key organizations
outside Tax & Customs. Key responsibilities include:
- Post Entry:
- Ensure on time and compliant processing of Post Summary
Corrections and Protests
- Provide refund projections for all Post Entry programs
- Work with business units to appropriately account for duty
spend
- Support JV accounting set up and rebill of duty spend to those
entities
- Review and post monthly SAP MJE's related to duty spend,
corrections and refunds
- Review and approve Customs Service Provider invoices for
payment
- Liaise with CBP CEE members on post entry activities
- Manage Periodic Monthly Statement Payment process, ensuring on
time payment to CBP
- Oversee filing of FTA Reconciliation entries
- Oversee filing of Value Reconciliation entries
- Review metrics and provide technical direction to GBS Valuation
COE team
- Participate in cross-functional Drawback team working to
include Drawback impacts into the GVDP process
- CTPAT:
- Stay up to date on CTPAT Minimum Security Requirements and
ensure GM has processes and procedures to meet these
requirements
- Hold cross-functional CTPAT taskforce meetings with GPSC, GM
Security and GMIT
- Complete annual CTPAT Security Profiles and ensure on-time
submission via the CBP Portal
- Ensure proper documentation of all CTPAT Processes and storage
of those processes for reference when needed
- Report any CTPAT Security breaches to the CTPAT SCSS and work
with GPSC to investigate these incidents, providing detailed action
plans as needed
- Prepare for and lead CTPAT Validations for all GM CTPAT
accounts
- Conduct CTPAT audits of GM facilities
- Coordinate annual CTPAT GM Supplier survey
- Participate in Global Customs AEO COE
- Finance:
- Determine cost of Global Customs operations by establishing
standard costs & collecting operational data
- Provide budget and forecast analysis to the GMNA Logistics
finance team
- Identify savings opportunities by analyzing actual results with
plans and forecasts
- Tax and Global Trade non-people budget reporting and forecast
activities
- Provide analytics for Customs, Tax, and GMNA Logistics Finance
leadership related to dynamic global trade environment and tariff
risks
- Report on post entry duty recovery forecasting & reporting
- Quarterly strategic EBIT reportingAdditional Job
DescriptionRequired:
- Bachelor's Degree
- 5+ years of Customs experience
- Ability to lead and develop a high performing team
- Ability to work independently, be self-motivated, and manage
work within agreed timelines, while producing high quality
deliverables that are clear and concise.
- Effective collaboration with business unit management and other
functional teams necessary for facilitating the global compliance
program.
- Ability to quickly grasp and understand customs related
concepts and provide insightful recommendations that are pragmatic,
address root cause and process opportunities/weaknesses, and lead
to increased efficiencies/improved controls.
- Demonstrated ability to work cross-functionally with other
organizations in the U.S. and in other countries
- Excellent written and oral communication and presentation
skills
- Self-motivated, with strong interpersonal, team and partnering
skills
- Demonstrated ability to initiate and implement continuous
improvement.Preferred:

- The -median level -range -of salary compensation for this role
is -$107,482.28 - $171,692.48
