Assistant Finance Director (Controller)

Job Description:

SUMMARY: Incumbents are second in command and have line authority. Incumbents are responsible for providing oversight and direction for internal operations; serving as a liaison with outside agencies. Incumbents are heavily involved in policy making; have resource responsibilities; and are responsible for conducting and managing special projects. ESSENTIAL DUTIES & RESPONSIBILITIES: The list of duties and responsibilities is illustrative only, and is not a comprehensive listing of all the duties and responsibilities performed.

  • Supervises and trains staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; making hiring, termination, and disciplinary recommendations
  • Assists in directing the activities of the department to include overseeing the development and administration of policies, procedures, programs, goals and objectives
  • Reviews departmental operations to determine the efficiency and effectiveness of services and/or programs
  • Assists with administering and monitoring departmental budget, including allocating resources and approving expenditures
  • Serves as liaison with employees and contractors
  • Coordinates activities with other agencies, internal departments, and/or other applicable parties
  • Develops and maintains short and long-term strategic planning processes and coordinates departmental efforts related to assigned areas of responsibility
  • Acts in the absence of the Director
  • Directs, reviews, interprets, and analyzes a variety of information, data, and reports, work papers, communications, schedules, and/or statements to and from internal departments, external agencies, and/or other applicable organizations in accordance with Generally Accepted Governmental Accounting Standards and makes recommendations and presentations based on findings
  • Provides guidance and assistance in the resolution of difficult accounting issues; interprets and resolves accounting problems identified by staff, auditors or other departments; and researches and analyzes information and financial reports, summaries, statistical data, findings and recommendations
  • Oversees and participates in the analysis of information; identifies issues and discrepancies; conducts needs analysis; projects consequences of proposed actions; formulates recommendations based on findings; implements priorities, work processes, and procedures; and/or, trains individuals on established or modified organizational practices and/or procedures
  • Manages citywide accounting processes and prepares or directs the preparation of monthly or periodic reports (ie bank and payroll accrual account reconciliations)
  • Directs the preparation of the Comprehensive Annual Financial Report (CAFR), and annual audit of financial statements, ensuring compliance with applicable laws, regulations and audit requirements based on area of responsibility
  • Directs the development of division policies and procedures for assigned areas of responsibility
  • Maintains regular attendance and punctuality
  • Performs other duties of a similar nature or level SUPERVISORY RESPONSIBILITES: Exercises supervision of personnel in related area of responsibility. QUALIFICATIONS: Knowledge of:

        • Analyze complex financial information
        • Conduct complex research projects and present findings EDUCATION AND/OR EXPERIENCE: Bachelor's Degree in Accounting, Finance or Business; five years professional experience in accounting, auditing, or a closely related activity, and three years of progressively responsible management experience directly related to the area assigned; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. CERTIFICATION/LICENSURE: Must have at the time of hire and be able to maintain a valid Ohio driver license. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

          WORK ENVIRONMENT:
          Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions.
