Job Description:
General SummaryUnder general supervision, the Civil Rights &
External Drug and Alcohol Compliance Program Manager is responsible
for management of three federal programs: Equal Employment
Opportunity (EEO), Disadvantaged Business Enterprises (DBE), and
Drug & Alcohol testing and compliance for Community Partnership
Programs (CPPs) and Authority vendors. -Coordinates all activities
necessary to ensure Federal and State compliance of these programs.
Reports to the Deputy General Manager.Duties and
Responsibilities---EEO
- Manages the Authority's Equal Employment Opportunity policy and
program; communicates EEO policy and procedures both internally and
externally.
- Interfaces with Federal and State agencies to ensure the
Authority is current with EEO requirements and revision of those
programs.
- Recommends updates and changes to the EEO policy and procedures
to the EEO/DBE Officer as needed.
- Provides monthly updates and quarterly detailed reports to the
EEO/DBE Officer.
- Coordinates and administers the CPPs' annual FTA MIS
reports.
- Monitors EEO compliance for the Authority and its contractors
and consultants.
- Collects and analyzes employment data to develop programs that
identify problem areas. -Sets goals and creates timetables to
achieve goals as required by federal regulation.
- Designs and implements auditing and reporting systems to
measure EEO program effectiveness.
- Monitors regulatory information that may affect affirmative
action and disseminates any changes to responsible officials.
- Develops, maintains and participates in diversity awareness
events, campaigns and programs.
- Assists the Human Resources Department in recruiting minority,
disabled and women applicants and establishing outreach sources for
use in the hiring process.
- Reviews all contract bid proposals to ensure prospective
contractors and consultants are compliant with EEO
regulations.
- Monitors the Authority's Complaint Hotline for any claims of
discrimination relating to EEO and/or Title VI regulations.
- Investigates claims of discrimination to determine the nature
of the allegation and to recommend possible corrective actions.

- Reviews and approves ADA reasonable accommodation requests.
Reviews and coordinates the implementation of approved ADA
reasonable accommodation requests, including reviewing ADA
workspace regulations for implementation requirements and assisting
with the procurement of equipment or services required to modify
the applicant's equipment and/or workspace as necessary.DBE
- Coordinates the Authority's DBE programs on a day-to-day
basis.
- Interfaces with Federal and State agencies to ensure the
Authority is current with DBE requirements and revision of those
programs.
- Recommends updates and changes to the DBE policy and procedures
to the EEO/DBE Officer as needed.
- Provides monthly updates and quarterly detailed reports to the
EEO/DBE Officer.
- Establishes the Authority's tri-annual DBE goals.
- Reviews bid proposals for compliance with FTA regulations.
- Participates in outreach opportunities (i.e. workshops,
conferences etc.) to identify certified and potential DBEs
- Responds to inquiries from DBEs and potential DBEs regarding
contracting opportunities with the Authority.
- Prepares and submits semi-annual and annual reports to the
Department of Transportation.
- When directed, investigates complaints received from vendors or
other interested parties and recommends possible corrective
actions. -
- Drug & Alcohol Compliance for CPPs and Authority Vendors
- Routinely visits offices of CPPs, Authority vendors and
associated clinics to audit their drug and alcohol testing program
and procedures. -
- Identifies and interviews designated CPP and vendor
representatives/program managers about their knowledge of the FTA
drug and alcohol testing program, policies and procedures.
- Prepares written response to CPPs and vendors regarding
deficiencies found and provides course of action needed to bring
drug and alcohol program into compliance with FTA regulations.
-Conducts follow-up calls and/or visits to make sure
recommendations are implemented.
- Assists new CPPs and vendors in establishing FTA compliant drug
and alcohol testing programs.
- Reviews current CPP and vendor drug and alcohol policies and
makes recommendation for changes as required by FTA. -
- Keeps current on drug and alcohol program regulatory changes
and communicates to CPPs and vendors.
- Performs other duties as assigned.Knowledge, Skills and
Abilities
- Bachelor's Degree required, preferably in Business or Public
Administration.
- Knowledge of the Federal Transit Administration (FTA) drug and
alcohol program policy preferred.
- Knowledge of DOT Rules and Regulations as well as remaining
current on all Federal and State regulations that affect EEO and
DBE programs.
- One to three years of audit experience.
- A combination of education and experience may be substituted
for minimum requirements.
- Valid Michigan Driver's License.
- Excellent oral and written communication skills.
- Analytical skills with ability to communicate analysis of
trends.
- Proficient in the use of Windows-based MS Word and MS Excel
