Global Trade Compliance Account Manager

Job DescriptionPurpose: The Global Trade Compliance Account Manager is responsible for the creation, implementation, and management of a best-in- class global trade compliance program with the main focus on North America but extending globally. The position is based at the headquarters of a multi-nationalmanufacturing company based in Novi, Michigan.Essential Duties:

  • Overall responsibility for designing, implementing and managing all trade compliance programs and processes and direct/indirect reports in multiple countries with emphasis on the United States and Mexico
    • Process mapping, development, implementation and management of tailored and comprehensive policies, procedures, and work instructions regarding compliance functions and governmental obligations including company-wide auditing and monitoring of such policies, procedures and work instructions
    • Conducting root cause analysis of compliance issues and management of corrective action Responsibility for identification and implementation of continuous improvement of trade compliance processes
    • Participate as lead in investigations, audits, assessments, petitions, protests and/or disclosures regarding the company's import, export, sanctions and anti-boycott compliance activities
    • Assist with implementation and update of ERP/MRP software functions and interfaces related to trade compliance using J.D. Edwards/Oracle and ManMan/Omar
    • Develops and presents trade compliance training programs for internal stakeholders, external partners and direct/indirect reports including detailed training on company policies, procedures and work instructions
    • Monitors regulatory and legislative changes; communicates those changes and establishes new- or modifies existing processes to comply with relevant changes
    • Support the development and management of reporting tools for open trade compliance issues
    • Liaison with Legal, Tax, Finance, Logistics, Human Resources, IT and other internal stakeholders on regulatory and compliance matters
    • Assure correct product classification under the HTSUS, Schedule B and the HTS of other countries
    • Assist with landed-cost analysis by providing duty rates, taxes and other fees applicable to theimportation and exportation of products involving multiple countries
    • Country of origin determinationSupervise and Manage:
      • Audit of Importer Security Filings, import entries and export filings (EEI) Qualification review of products under various preferential trade programs and their specific rules of origin requirements
      • Preparation of preferential trade agreement certificates of origin (both blanket and shipment-specific) and affidavits
      • Supplier Solicitation and review of supplier’s certificate of origin documentation Spreadsheet and database updates using information extracted from internal/external systems to support compliance activities
      • Customs-Trade Partnership Against Terrorism (C-TPAT) Program Administration • Address service provider requests for information related to imports, exports and preferential trade agreements
      • Determining other regulatory requirements (e.g. included PGA oversight, ADD/CVD, TSCA, etc.) for imported and exported products
      • Export license, ECCN determination and Restricted Party Screening review
      • Experience/familiarity with ITAR registration and labelling, CCATS/CJs a plus 3 • Establish and manage corporate record keeping and compliance with all regulatory authorities involving international trade including Customs entries and export documentation
      • Ensure direct reports are managed appropriately and have opportunities for educational, employment and organizational development
      • Assists the Logistics Manager in supervision of customs brokers and freight forwarders, including development and measuring of approved metrics, KPIs and process improvements
      • Accepts additional responsibilities and performs unique projects as directed This job description is intended to describe the general nature and level of work to be performed by the Global Trade Compliance Account Manager. It is not intended to be an exhaustive list of all job responsibilities, duties, and skills required for this position. Experience / Educational Requirements:
        • Bachelor’s Degree with concentration in International Trade or Logistics/Supply Chain Management
        • U.S. Customs Broker License or the willingness to achieve it at ITCG expense
        • Minimum of 10 years of extensive operational experience in international trade compliance with a customs broker/freight forwarder or with an importer/exporter
        • CES certification and CCS certification a plus
        • Subject matter expertise in trade compliance including harmonized tariff classification, valuation, country of origin determination, petitions, protests, prior disclosures, focused assessments, reconciliation and free trade agreement qualification is required.Specialized Knowledge / Skills:
          • Knowledge of international operations and use of all modes of transportation
          • Strong leadership and project management skills
          • Experience in managing Customs Brokers and Freight Forwarders
          • Working understanding of IMMEX practices and Mexican import and export regulations
          • Demonstrated experience in classification of merchandise under the HTSUS and free trade agreement qualification and specific rules of origin requirements
          • Experience auditing of U.S. Customs entry packages and Export Documentation including Electronic Export Information (EEI) filings
          • High-level knowledge of U.S. import and export regulations
          • Experience using U.S. Customs Automated Commercial Environment (ACE) and Reconciliation Program
          • JD Edwards/Oracle, Integration Point, PSI, MANMAN/OMAR experience a plus
          • Proficient in Microsoft Office
          • Engineering or manufacturing background desirable
          • Fluency in English and conversational or above in Spanish or other foreign language is a plus 4
          • Critical thinking and time management skills
          • Ability to balance multiple projects simultaneously
          • Must be proactive in recognizing and adjusting to shifting priorities
          • Self-motivated and capable of working as part of a team or alone
          • Ability to prioritize, organize and complete tasks in accordance with established deadlines and following internal guidelines
          • Must be able to manage direct/indirect reports and assure goals and deliverables are met in a timely, professional and cost-effective manner
          • Proven ability to define performance metrics and evaluate internal and external service providers
          • Demonstrated skills in resolving complex business challenges
          • Strong analytical skills, be detailed-oriented and possess the ability to anticipate problems, resolve complex business challenges and diffuse situationsSalary: Commensurate with experience.
