Description
Project Manager - Government Construction
DCR is a renowned real estate development, construction, and
environmental consulting company, with a long track record of
national success, and has contracts with the USACE, DOD, GSA, EPA
and Various Other Federal Government Agencies.
DCR is looking for a Project Manager/Estimator in AZ, MI, and NC.
This individual shall be an integral part of the Company's
Government Construction Services division and work within a
fast-paced, growth-oriented environment. The Project
Manager/Estimator is responsible for managing and coordinating the
complete construction and administrative requirements of the
various projects. This requires organizing the complexities into a
management system that will establish, monitor, and follow up on
each vendor's compliance, orchestrating the information flows
needed for each component and system to be incorporated into the
project, and completing it all within the time frames needed by the
progress schedule. Knowledge of the Federal construction market
with USACE' s RMS System, PS Scheduling and other systems is
preferred, and the ability to review Federal Solicitations and
assist with detailed responses is required. This individual shall
be self-directed and motivated, capable of resolving complex issues
in a timely manner consistent with the Company's goals and
objectives.
Responsibilities:
Manage preconstruction activities (Estimating, Operations Plan,
Scheduling) as necessary.
May be responsible for bidding, scope review, and awards of
subcontracts.
Perform all required engineering duties and responsibilities,
including Quality Assurance/Quality Control (QA/QC).
Manage and develop staff as assigned, including providing input on
performance evaluations.
Develop relationships with owners, subcontractors and
consultants.
Work with Accounting to initiate Pay Application process and follow
up to ensure payment is received in a timely manner.
Review, validate and manage the project financials.
Manage closeout process.
Prepare a detailed estimate by completing quantity take-offs,
analysis, estimate input, and studies for all items incorporated in
the assigned scope.
Prepare and assemble bids and proposals for different contract
types (Lump Sum, Guaranteed Maximum Price (GMP), Cost Plus,
etc.)
Serve as liaison with subcontractors, design team (architects,
engineers, consultants) and client. Point of contact for managing
assigned trade subcontractors and distributing information.
Support constructability reviews through communication with the
project team, designers, and subcontractor market.
Prepare comparison analysis to previous estimate for assigned
scope.
Qualifications:
10+ years of Commercial Construction experience or equivalent
role
Bachelor's degree in Construction Management or related field
preferred
USACE QCM. CPR & First Aid Training, OSHA 30 Certification
Work requires sufficient proficiency in both written and verbal
communication skills to properly and accurately present information
and promote the professionalism of DCR.
Work requires proficiency in Microsoft Word, Excel, Outlook,
Project, USACE RMS, Construction Software, and Internet. Knowledge
of the following platforms is preferred, but is not required:

ABOUT THE ORGANIZATION: DCR Services and Construction, Inc., (DCR)
established in 2007, provides construction management and
design-build services for projects of all sizes and levels of
complexity. DCR provides environmental consulting and remediation
services at several Federal Government sites. We are an SBA 8(a)
and HUBZone certified general contracting, environmental consulting
and remediation company. DCR is headquartered in Detroit, MI with
offices in Fort Bragg, NC, and Phoenix, AZ.
DCR has contracts with USACE Savannah, Charleston and Wilmington
Districts, MICC at Ft Bragg, as well as other IDIQ/MATOC/MAIDIQ
construction contracts with EPA and GSA servicing Michigan and
Wisconsin and MICC Ft McCoy servicing AZ, NM, and NV. DCR has IDIQ
contracts with the National Parks Service as technical experts on
complex environmental site characterizations and remediation at the
Cuyahoga Valley National Park in Cleveland, OH and Orphan Mines
sites at the Grand Canyon in AZ. DCR has a GSA Schedule for NAICS

Because the nature of work involves many different US locations,
